Xiaohe District underwent very complex administrative division changes in the years before 2012, and its subordinate areas were rather fragmented. The division here only includes the areas registered with the Ministry of Civil Affairs, excluding entrusted areas. For example, Xiaohe District once entrusted Chenliang Village, Wengyan Village, and Fuguan Village (3 administrative villages) of Huaxi District, which are not counted as formal areas here.

Xiaohe District's jurisdiction includes these five areas registered with the Ministry of Civil Affairs: Sanjiang Subdistrict, Pingqiao Subdistrict, Jinzhu Subdistrict, Changjiang Subdistrict, and Huanghe Subdistrict. Among them, in 2010, 8 residents' committees under Changjiang Subdistrict Office and 6 residents' committees under Huanghe Subdistrict Office were consolidated to form 4 new communities: Qianjiang Community, Qingpu Community, Ruihua Community, and Xinglong Community.
