# Background of Administrative-Division Changes
Since 2022, changes in administrative divisions at or above the county level have slowed down significantly, with no new abolishment of counties or establishment of districts/cities.
In March 2022, the "Government Work Report" explicitly stated "strictly control the abolishment of counties to establish cities or districts."
In May 2022, the "Opinions on Promoting Urbanization with County Towns as Important Carriers" explicitly stated "strictly control the abolishment of counties to establish cities or districts."
In June 2022, the Central Comprehensive Deepening Reform Commission emphasized "treating the renaming of administrative divisions prudently, and not changing old place names at will."
Therefore, during 2022, there were only 4 jurisdictional adjustments between county-level administrative divisions, with no renaming or county-level type modifications.
Since then, the place-renaming frenzy that lasted for more than a decade and attracted many regions has come to a temporary pause.

# Areas of Administrative-Division Change in 2023
The statistical cut-off date for the early-2023 administrative-division data is January 1, 2023. This data is based on the 2020 administrative-division basemap (https://www.shengshixian.com/pages/b8a988) and the early-2023 administrative-division data was produced in chronological order for 2000 to 2023.
For areas with modified boundaries, the boundary vectors have been updated with reference to the 2021 National Fundamental Information administrative divisions (currency 2019), the 2013 administrative-division data, the national 2013 township boundary data and the 2022 Amap (AutoNavi) township administrative-division data, the 2022 village-level vector data of Henan Province (from Tianditu), and the 2022 village-level vector data of Jiangxi Province. The jurisdictional adjustments between administrative divisions listed are all jurisdictional adjustments between administrative divisions registered with the Ministry of Civil Affairs, and do not include trusteeship or custodial situations.

Xindian Subdistrict of Luolong District is adjusted to the jurisdiction of Jianxi District;
Some villages in Yanshi and Mengjin have their administrative divisions adjusted. The Longhutan Village and Hanqi Village, originally under the jurisdiction of Shouyangshan Subdistrict of Yanshi, and Jincun Village and Zhaiquan Village, originally under the jurisdiction of Pingle Town of Mengjin, are transferred to the jurisdiction of Baimasi Town, Chanhe District.
Huaizhuang Village of Pengpo Town, Yichuan County, and Huaishu Street Community and Maying Community of Hebin Subdistrict are transferred to the jurisdiction of Luolong District.

The specific scope of the change is: the area south of the North Ring Expressway in Xigang Town of Helan County, west of the second-farm canal extending south to the intersection of the Tanglai Canal and the current administrative boundary between Jinfeng District and Helan County, and east of the current administrative boundary between Jinfeng District and Helan County, is adjusted and transferred to the jurisdiction of Fengdeng Town, Jinfeng District. The area of the adjusted plot is about 3.86 square kilometers, consisting of cultivated land and wasteland after demolition and resettlement. It is transferred from the jurisdiction of Helan County to the jurisdiction of Jinfeng District.

In 2022, jurisdictional adjustments of trusteeship or custody equivalent to county-level-and-above management areas include: Mengla County's Mohan Town of Xishuangbanna Dai Autonomous Prefecture under Kunming City, Yunnan Province; the Tibet Airport New Area being changed from entrusted to Lhasa City to managed by Shannon City; Shangchuan Town of Yongdeng County, Lanzhou City, Gansu Province being subject to the overall trusteeship of Lanzhou New Area; Weichuan Town and Daying Town of Weishi County, Kaifeng City, Henan Province being subject to the overall trusteeship of Zhengzhou Airport Area on behalf; Baimasi Town of Luolong District, Luoyang City, Henan Province being entrusted to Chanhe Hui District for custody; and subdistricts and towns under the custody of Luoyang High-tech Zone, Henan Province being returned to Luolong District and Jianxi District, etc.
However, there is an essential difference between administrative trusteeship and transfer-in. Administrative trusteeship is temporary and can be changed at any time. Transfer-in is generally permanent and cannot be changed at will. Therefore, the trusteeship areas are not reflected in the data.

# Prefecture-Level Type Display
As of January 1, 2023, China has 333 prefecture-level units: 293 prefecture-level cities, 7 prefectures, 30 autonomous prefectures, and 3 leagues. In addition, 38 vector features are not included in the statistics (e.g., municipalities such as Beijing, the Macao SAR, province-directly-governed counties such as Ding'an County, etc.).

As of January 1, 2023, China has 2843 county-level units: 1301 counties, 394 county-level cities, 977 districts, 117 autonomous counties, 49 banners, 3 autonomous banners, 1 special district, and 1 forestry area. In addition, 9 vector features are not included in the county-level category statistics (e.g., the Hong Kong SAR, prefecture-level cities without county-level units such as Zhongshan City and Dongguan City, etc.).
